 Supplementary Report: Broadmeadow Racecourse Saturday 23 February 2002: Race 3
        DET NAC Rising Star Series (Heat 1) 1600m: The Stewards today concluded an inquiry regarding the
        riding of Red Leader by App. R. Wiggins. After taking further evidence from App. Wiggins
        and his master Mr G. Kirkup, App. Wiggins was found guilty of a charge under AR135(b) and
        (c) in that shortly after the start he failed to ride his mount in such a manner to take
        up a position close to the outside of Banya thereby allowing Regal Hula to improve to his
        inside resulting in Red Leader unnecessarily being taken back in the field and also, that
        passing the 550m he failed to exercise the necessary vigour to take a run between Banya
        and Regal Hula, a run that was clearly available to him and which would have given him a
        clear and uninterrupted run to the finish line. In assessing the penalty the Stewards took
        into account that App. Wiggins had ridden in 400 races and won 39 and that he had not been
        riding for a period of time due to suspension and injury. App. Wiggins' permit to ride in
        races was suspended for 1 month to commence on Saturday 9 March 2002 and to expire on
        Tuesday 9 April 2002 on which day he may ride. RACE 1: N. Mayfield-Smith Racing Pty Ltd Class 1 &
        Maiden Plate 2250m: S. Treweek (Snow Hawk) was suspended for riding in races
        from 6/3/02 to 14/3/02 after being found guilty of shifting in under AR137(a). RACE 2: Peter Kelly Flooring Pty Ltd Maiden Handicap 1000m: On jumping Zanzara Bank was hampered when Snippety Lass
        shifted in.  Royal Catch jumped awkwardly and was bumped by Belle
        Margeurite, which shifted in abruptly at the start.  Approaching the 400m Clinch had to be checked when
        tightened for room by Zanzara Bank, which ducked in abruptly after being inclined to lay
        in approaching the turn.  Approaching the 200m Snippety Lass was hampered when Snip
        The Prize (D. Beadman) laid in badly under pressure. D. Beadman was advised to exercise
        care when shifting ground.  A post-race veterinary examination revealed Snip The Prize
        had sustained a laceration to the mouth.  A post-race veterinary examination of Chilton revealed no
        abnormality. RACE 3: Parramatta & District Towing Service Maiden
        Handicap 1000m: Princess Prue jumped awkwardly and bumped Royal Bowra.
        A short distance after the start Princess Prue then had to be steadied when Amber Shore
        was inclined to lay in.  At the 400m Royal Bowra was steadied off the heels of
        Desert Saracen, which shifted out slightly.  Approaching the 200m The Beat Goes On was steadied when
        Desert Saracen shifted out.  Approaching and passing the 200m Amber Shore had to be
        shifted out to continue into clear running. RACE 4: B. P. Kurmond Maiden Handicap 1400m: Trainer Ms K. Moore was fined $50 for not declaring a rider
        for Cyber Star by the prescribed time (LR35).  Covet In Money was slow to begin.  Approaching the 1000m Distant Storm, which was inclined to
        overrace, had to be steadied off the heels of Twilight Moon.  Passing the 200m Distant Storm had to be steadied off the
        heels of Grand Entry (B. Cooper), which shifted in. B. Cooper was advised to exercise care
        when shifting ground.  A post-race veterinary examination of St. Diamond revealed
        no abnormality. RACE 5: Cook's Plumbing Supplies Class 6 Plate 1400m: Dazzrail jumped awkwardly. RACE 6: E. McKay Pty Ltd Class 1 Handicap 1600m: When questioned regarding Duchess Talaria being ridden
        further back in the field, D. Beadman stated that his instructions were to ride the mare,
        which was stepping up to 1600m, more quietly in an endeavour to assist her to find the
        line. He stated that after travelling 200m he relinquished his position when briefly
        tightened between Bold Centaur, which shifted out, and Rectagonal, which shifted in and
        then allowed Duchess Talaria, which was travelling well, to race in a rearward position.
        Trainer Mr R. Thomsen confirmed the instructions and was advised that should there be a
        deviation in riding tactics he would be expected to notify the Stewards. RACE 7: $75,000 Forstaff Hawkesbury Princess States
        1400m: An inquiry was opened into the reason the barriers for
        Damowin and Agile failed to open when the start was effected. Evidence was taken from C.
        Brown (Agile), D. Beadman (Damowin) and Starter D. Jeffs. It was established that as the
        start was effected gates 11 and 12 failed to open. Acting under the provisions of AR134A
        the Stewards ordered that Damowin and Agile be declared non-starters. They further ordered
        that all bets on Damowin and Agile be refunded in full and that all bets with bookmakers
        be subject to the following deductions in the dollar from the face value of tickets:
        traditional win 36¢ and place 30¢, multiple doubles 36¢.  Near the 400m Hello Pamela was checked when tightened for
        room by Faith Hill, which shifted in and away from Corelli.  B. Cooper stated that Hello Pamela raced like a tired horse
        and that it was the intention of the stable to give the mare a let-up. RACE 8: Atlas Cleaning Services Class 3 Plate 1200m: Dominant Male, which threw its head in the air at the
        start and lost ground, raced fiercely in the early and middle stages.  Colin The Brave was inclined to lay in under pressure in
        the straight. SUMMARY Fines:  Race 4: Trainer Ms K. Moore fined $50 - not declare
        rider by prescribed time (LR35). Suspensions:  Newcastle: Race 3: App. R. Wiggins (Red Leader) 9/3/02 to
        9/4/02 - fail to take all reasonable and permissible measures (AR135(b) and (c). Race 1: S. Treweek (Snow Hawk) 6/3/02 to 14/3/02 - shifting
